Street Improvement Permit (SIP) Lite Pilot Project is Active – Consider Applying Soon
The Street Improvement Permit (SIP) Lite permitting process [ https://www.seattle.gov/transportation/permits-and-services/permits/sip-lite?utm_medium=email&utm_source=govdelivery ] was launched rapidly at the onset of the COVID-19 pandemic in 2021 to provide a simpler permitting option for small-scale street improvements. It covers code-required curb ramps and other lower-impact street improvements with a shorter review and approval process compared to a full SIP permitting process. It also consolidates any other required small-scale improvements of less than 2,000 square feet as part of this street use permit.
In 2023, we began a process improvement project for the SIP Lite. The purpose was to recalibrate, measure, and provide continuous process improvement of the SIP Lite permitting process.
The project team, led by Street Use, consists of stakeholders in the development community and City staff members of various departments including the Seattle Department of Construction and Inspections (SDCI), Seattle Department of Transportation (SDOT), Seattle Public Utilities (SPU), and Seattle City Light (SCL). By June 2024, the project team developed a plan to improve the current SIP Lite permitting process.
Currently, we are piloting the SIP Lite process improvements to test what works well and what could be further improved or refined. We have several active applications under the pilot but would love to have more. If you think that you have a SIP Lite application to submit soon, we would like to include your application in the piloting phase. We plan to wrap up the piloting phase by end of this year. Then, the project team will refine the proposed process based on lessons from our pilot and move towards permanent SIP Lite process improvements. We hope to launch the final process in early 2025.
Aerial-Based Utility Permitting Process Improvements
We’re excited to announce several new improvements to aerial-based telecom work permits in the city of Seattle. In recent months, our Street Use team has worked to update the Utility Minor and Utility Major permit threshold requirements for applicants. As part of this effort, we found that many of the applications we’ve received for aerial work were submitted under a Utility Major permit type.
While permitting under a Utility Major permit is still allowed, we have adjusted our geographic threshold for aerial work to be completed under a Utility Minor permit in many circumstances. We expect this will help our customers by reducing some permitting requirements where appropriate.
Previously, thresholds were set for Utility Minor permits based on a geographic area of a 1-2 block radius. Anything larger would require a Utility Major application and review process. As a result, aerial-based work was often applied for under a Utility Major permit. Now, Utility Minor permits will allow for geographic areas greater than a 1-2 block radius for aerial-based work, but should not exceed approximately 15-20 blocks.

*Aerial-Based Work with NO Ground Disturbance via Annual Vehicle Permit*
* *Annual Vehicle Permits (AVPs)* may be used if work can be completed under the AVP requirements and restrictions. See SDOT Annual Vehicle Permit [ https://www.seattle.gov/transportation/permits-and-services/permits/annual-vehicle-permits?utm_medium=email&utm_source=govdelivery ].
* Field crews need to be fully aware of work restrictions allowed under an Annual Vehicle Permit. One permit is required per work vehicle.
* Annual Vehicle Permits specifically do not allow for any ground-disturbing activity.
*Aerial-Based Work WITH Ground Disturbance via Utility Minor Permit *
Utility Minor Permits greater than 2 blocks may be used for aerial-based work with or without ground disturbance.
Application Submittal Requirements:
* *Permit application geographic allowance for aerial work:* Allowable work areas have increased for aerial-based work, but should not exceed 15-20 blocks, AND ALL WORK under any one application must contained within a Street Use Inspection District for any given aerial run. See Right of Way Inspection District [ https://experience.arcgis.com/experience/f928076ab6b0400da8cb93e1023e563f/?draft=true&org=SeattleCityGIS&utm_medium=email&utm_source=govdelivery ] for additional details.
* *Impacts to other utility assets:* Utility asset impacts and related utility locates are required for any potential ground disturbance activities from anchors, hand holes, risers, etc. Clearances to infrastructure must be maintained per standard.
* *Permit scope changes:* Aerial-based Utility Minor Permits WILL NOT be allowed for “scope” changes that extend the initial geographic area. Your Amendment for this scope change will be denied and we will direct you toward a new Utility Minor application. This allows us and the permit holder to “close out” permits in a timely manner.
* *Right of Way Impact Plans and Site Plans:* Ensure plan submittals meet standards. See SDOT CAM 2116 [ https://www.seattle.gov/Documents/Departments/SDOT/CAMs/cam2116.pdf?utm_medium=email&utm_source=govdelivery ] for specific requirements. (CAM stands for Client Assistance Memo).
* *Right of Way Impact Plans *must accurately show the work area staging and storage for equipment and materials.
* *Site Plans* should include clear details showing ALL ground disturbance impacts and restoration efforts in the public right of way including anchors, hand holes, risers, etc.
* *Traffic Control Plans (TCPs)* must meet standard (see SDOT CAM 2111 [ https://seattle.gov/Documents/Departments/SDOT/CAMs/CAM2111.pdf?utm_medium=email&utm_source=govdelivery ]). The Traffic Control Plans should align with both the Site Plan and Right of Way Impact Plan details.
* Impacts that include curb ramp triggers will require an application for a Utility Major permit for the curb ramp engineering review. Aerial work can still occur under a Utility Minor if the applicant has submitted an initial application for the Utility Major permit.
* Tree root or tree trimming activities will require secondary review and/or permitting.
* Parks jurisdiction areas will require additional permit review and/or permitting.

Trick-or-Street Permits Available – Apply by October 21 to Host a Halloween or Dia de Muertos Community Event
A ‘Trick-or-Streets’ event is a wonderful way to celebrate Halloween or Día de Muertos with your neighbors. You can apply to host an event on your block. Applications are due by October 21 and approved events can be hosted between October 25 and November 3.
