It's a simple American system, but not a good or bad one.
Without an SSN, you can't register with Uber or Lyft, and
since filing a W9 is mandatory, the income is automatically reported to the IRS once the 1099 is issued by Uber or Lyft.
And if the income earner does not report it, the unreported surcharge and penalty will come around the time you forget.
The IRS is scarier than an immigration officer, so there is no way to misrepresent your income.

W2 is not issued for less than $400, so it is usually less than $400.

I have never used Uber or Lyft, so it would be nice to hear from someone with experience.
