For fully covered rent stabilized units, annual rent increases are capped at a maximum percentage. The 2024 allowed increase is 2.4% (September 1, 2024 – August 31, 2025).

* All rent increases during a tenancy are limited by law
* Rent increases are limited to a certain percent every year
* Only one increase can be given every 12 months
* Increases can only be given if the landlord is in compliance with the law
* Both tenants and landlords can request individual rent increase or decrease adjustments from the City through a petition process



*Eviction Protections*


* Tenants cannot be asked to move out without a lawful reason
* Landlords must notify tenants of the reason in a written letter
* A tenant can only be evicted for 9 lawful reasons (“just causes”)

Allowed Utility Charges





For existing tenancies that started before March 1, 2024, the use of Ratio Utility Billing Systems (RUBS), which is used to distribute property-wide utility costs among tenants, will be phased out. Instead, landlords will have to start including a fixed amount for utilities through a landlord petition process. 

All Landlords of fully-covered CSFRA units need to complete and file a One-Time Utility Adjustment Petition with the City to determine the allowed utility amount in the rent and allow for tenant response. Landlords can submit petitions to the City starting September 1, 2024. 

New tenancies, starting on or after March 1, 2024, are required to have utilities included as a part of rent, unless submetered or paid directly by the tenant to the utility provider (such as PG&E).

New State Law: 
Security Deposits





Effective July 1, 2024

In most cases, the Security Deposit is limited to *one month’s rent* for new tenancies starting July 1, 2024.

A landlord may charge up to two times the rent for the entire security deposit if *both* of the following are true:


* The landlord is a natural person or a limited liability company (LLC) in which all members are natural persons.
* The landlord owns no more than two residential properties that contain no more than four dwelling units offered for rent.
