２月２０日（火）午後３時４０分頃、茂原市小林にある小林前堰付近の農道で、自転車で下校中、十字路にアジア系外国人らしき４人組の男女がおり、通過しようとした際に、スマートフォンで動画（もしくは写真）を撮られるという事案が発生した。
