*Plymouth Permanent Supportive Housing Development Community Engagement Meeting this Sunday
*During and after the 11/27 public hearing for Plymouth’s Kenmore Permanent Supportive Housing development at 6532 Bothell Way NE, the community has had many questions related to this affordable housing development. In response, Plymouth will be holding a virtual Community Engagement meeting on Sunday, December 10 from 7 p.m. to 8 p.m. over Zoom. This proposed development creates critical housing for extremely low-income individuals (30% Area Median Income, or less than $28,700/year), and a recent change in the funding requirement occurred when the Department of Commerce and Washington State Housing Finance Commission required that all incoming residents be homeless at entry as a condition of funding. These two entities comprise 75% of the funding, roughly $30M.
A law passed by the state legislature in 2021 [ https://www.commerce.wa.gov/serving-communities/growth-management/growth-management-topics/planning-for-housing/updating-gma-housing-elements/ ] requires cities to plan for and accept many more affordable housing units, including at the lowest levels. Kenmore is required to plan for and accept just over 1,600 units at this 0-30% AMI level by 2044, more than 500 of which shall be of the permanent supportive housing type provided by this Plymouth proposal. The Plymouth proposal helps the City comply with this state requirement and supports the City’s goals to increase and preserve affordable housing and do its part in addressing the regional affordable housing crisis that is impacting our most vulnerable neighbors.

*Join Kenmore’s Climate Action Advisory Committee
*On November 20, the Kenmore City Council approved the creation of the Climate Action Advisory Committee. This committee aims to advise the City Manager on climate-related policies and projects. The 7-person committee is to be comprised of Kenmore residents, business owners, workers, and students to bring varying perspectives on the impacts of climate change on our community. Committee members may be tasked with reviewing reports and documents, weighing in on project and program proposals, and assisting in volunteer events and education and outreach for climate action. Applications are open now and will be accepted through December 31, 2023. *City Council Considers Adopting "Blake Fix" Ordinance, Making the Possession or Illegal Use of Narcotics Prosecutable in Kenmore*
At the December 11 meeting [ https://kenmore.civicweb.net/document/250268/ ], the City Council will consider adopting a proposed ordinance [ https://kenmore.civicweb.net/FileStorage/BB1562C621A44F699C17EC8DA7B87AEE-ORD%20Amending%20Chap.%209.05%20Controlled%20Substances%20(rev.pdf ] to amend the City’s criminal code to make the possession or use of illegal narcotics an offense that is prosecutable in the City of Kenmore. The "Washington v. Blake decision" was made by the Washington Supreme Court in 2021, effectively legalizing most drugs in the state. In 2023, the Washington State Legislature passed a new law making most future drug arrests a misdemeanor crime. As Kenmore Municipal Code currently stands, Kenmore Police will not arrest a person using or possessing illegal narcotics (such as fentanyl, heroin, or methamphetamine), as the case cannot be prosecuted under Kenmore Municipal Code, and the King County Prosecutor’s Office does not accept misdemeanor cases from municipal jurisdictions, like Kenmore.
Sometimes referred to as the "Blake Fix", this ordinance would update the code to make it consistent with state law misdemeanors and gross misdemeanors for enforcement within the city.
