Mountain View Invests Nearly $20 Million in Two Affordable Housing Developments

"The proposed developments to provide 100% affordable housing units "

*"Mountain View, Calif."*" —" At the Tuesday, Dec. 17 meeting, the Mountain View City Council approved nearly $20 million in funding for two affordable housing developments with a total of 411 units. Both developments will include units for households and families at deeply affordable levels between 30% and 60% of the Area Median Income (AMI). This investment in affordable housing aligns with the City of Mountain View’s long-term housing goals and supports community needs

“Mountain View continues to make strides in increasing affordable housing options with this latest investment of nearly 20 million dollars in two affordable housing developments,” said Mayor Pat Showalter. “Our city aims to be a ‘Community for All,’ and is leading the way in expanding affordable housing in our region.”

The affordable housing developments are:


* 87 East Evelyn Avenue [ https://mountainview.legistar.com/gateway.aspx?M=F&ID=9773fc35-60de-42ae-976e-df5eb981760f.pdf ]: The City acquired the site at 87 East Evelyn Avenue in 2023, a former VTA park and ride lot, and will contribute $8 million to Affirmed Housing for their 268-unit affordable housing development.
* 57-67 East Evelyn Avenue [ https://mountainview.legistar.com/gateway.aspx?M=F&ID=df9315cb-f34b-4c90-b9c6-e4e9349ac6b8.pdf ]: The City will contribute $11.3 million dollars to Charities Housing for their 143-unit affordable housing development, which is directly adjacent to the City-owned site at 87 East Evelyn.

The proposed 87 East Evelyn Avenue development is a key project in the City’s efforts to facilitate affordable housing in a strategic, transit-oriented location. The Council selected Affirmed Housing as the preferred development team for the City-owned site following a competitive Request for Proposals (RFP) process. The project will create 268 units of affordable housing of which half the total units will be family sized units, combined with amenities such as a child-care center and public serving spaces. The roughly 2.1-acre lot has been the site of an interim safe parking program since April 2020. Phase 1 construction is expected to commence in January 2027, with completion anticipated in July 2029. Phase 2 construction is projected to begin in December 2029, with an expected completion date of July 2032.

The proposed development at 57-67 East Evelyn Avenue will provide 143 units of affordable housing for households on a 2.2-acre site. The development will also include several green building features and on-site amenities for residents. Construction is slated to begin in December 2026, with completion expected by August 2028.
