Begin Preparing for 2024 MIPS Data Submission
The Centers for Medicare & Medicaid Services (CMS) will open data submission on January 2, 2025 for Merit-based Incentive Payment System (MIPS) eligible clinicians who participated in the 2024 performance year of the Quality Payment Program (QPP). Data can be submitted and updated until 8 p.m. ET on March 31, 2025.
*How to Sign in to the QPP Data Submission System*
To sign in and submit data, clinicians will need a Health Care Quality Information Systems (HCQIS) Access Roles and Profile (HARP) account and a QPP role. For help enrolling with HARP, please refer to “Step 1. Register for a HARP Account” in the Quality Payment Program Access User Guide (ZIP, 4MB) [ https://qpp-cm-prod-content.s3.amazonaws.com/uploads/2955/QPP-Access-User-Guide.zip ]. For help obtaining a QPP role, please refer to “Step 2a. Connect to an Organization” in the Quality Payment Program Access User Guide (ZIP, 4MB) [ https://qpp-cm-prod-content.s3.amazonaws.com/uploads/2955/QPP-Access-User-Guide.zip ].
CMS encourages all users with an existing HARP account to sign in to the QPP website [ https://qpp.cms.gov/login ] now to ensure they don’t lose access.
Note: Clinicians who are unsure about their eligibility to participate in MIPS for the 2024 performance year can check their final eligibility status using the QPP Participation Status Tool [ https://qpp.cms.gov/participation-lookup ]. Clinicians and groups that are opt-in eligible must make an election to opt-in or voluntarily report before they can submit data. (No election is required for opt-in eligible clinicians and groups that don’t want to participate in MIPS.)
*How to Sign in to the QPP Data Submission System*
To submit data:
* Go to the QPP sign in page [ https://qpp.cms.gov/login ].
* Sign in using your QPP access credentials.
* Submit your MIPS data for the 2024 performance year or review the data reported on your behalf by a third party. (You can’t correct errors with your data after the submission period, so it’s important to ensure the data submitted on your behalf is accurate).
*Reminder: Preliminary Scoring No Longer Available During Submission*
As a reminder, CMS eliminated the preliminary score and preliminary category-level scores from submission. We’ll release 2024 final scores in mid-June 2025.
*Submit Your Data Early*
We encourage you to submit your 2024 MIPS performance period data early during the submission period. Early submission will allow you plenty of time for QPP Service Center assistance if needed.

Upcoming QPP Service Center Hold Times
Due to the opening of the 2024 MIPS data submission period, the QPP Service Center is projecting an increase in volume between January 2, 2025, and March 31, 2025, which could result in longer wait times.

Now Available: Updated 2025 CMS QRDA III Implementation Guide (IG), Schematron, and Sample Files for Eligible Clinician Programs for the PFS Final Rule
CMS has published the updated 2025 CMS Quality Reporting Document Architecture (QRDA) Category III Implementation Guide (IG), Schematron, and Sample Files [ https://ecqi.healthit.gov/qrda?qt-tabs_qrda=versions ] for Eligible Clinician Programs based on the Calendar Year (CY) 2025 Medicare Physician Fee Schedule (PFS) Final Rule [ https://public-inspection.federalregister.gov/2024-25382.pdf ] released on November 1, 2024.
The updated 2025 CMS QRDA III IG outlines requirements for Eligible Clinicians (ECs) to report electronic clinical quality measures (eCQMs) for the CY 2025 EC quality reporting programs.
The updated 2025 CMS QRDA III IG contains these high-level changes based on the PFS Final Rule:
* Updates to support Alternative Payment Model (APM) Performance Pathway (APP) Plus and Shared Savings Program Promoting Interoperability reporting requirements:
* Added new section 4.5 APP Plus to provide guidance for APP Plus submission.
* Added new section 4.6 Shared Savings Program Promoting Interoperability Reporting to provide guidance for Shared Savings Program Promoting Interoperability submission.
* Updated QRDA III templates with new conformance statements to support APP Plus and Shared Savings Program Promoting Interoperability.
* Added new CMS program name codes to support APP Plus and Shared Savings Program Promoting Interoperability.
* Updated MIPS Value Pathways (MVPs) Identifiers for the 2025 performance period
* Updated the following tables based on the PFS Final Rule:
* Table 14: Universally Unique Identifier (UUID) List for MIPS CY 2025 Performance Period eCQM Specifications ECs.
* Table 16: Improvement Activities Identifiers for the MIPS CY 2025 Performance Period.
* Table 17: Promoting Interoperability Objectives and Measures Identifiers for the MIPS CY 2025 Performance Period.
* Table 18: Promoting Interoperability Attestation Statements Identifiers.
The updated 2025 CMS QRDA III Schematron File contains these high-level changes:
* Updated the schematrons to support the updates to the QRDA III templates including new conformance statements added to support APP Plus and Shared Savings Program Promoting Interoperability.
