Yesterday, the rainy season ended, although it was unclear to what extent this year's rainy season is over.

I don't think anyone reading here is like that, but apparently outsiders come to the summit by car, motorcycle, or bicycle and have a smoke there.
So they throw it away and go away.
It is not good to enjoy the pleasant feeling of being in nature, and then to leave after polluting the nature that gave you that feeling.
At the very least, we would like them to leave the mountain with a sense of gratitude to the nature that gave them a good feeling.
Signs full of "No littering cigarettes" and the like also spoil the scenery. Such people are only a small percentage of the population, and it would be unwise to spoil the scenery for the sake of a few people.
