Kenmore City Council unanimously adopts resolution opposing Washington Initiative 2117 to repeal the Climate Commitment Act
*KENMORE, Wash.* – At the June 24 meeting [ https://kenmore.civicweb.net/document/255956/ ], the Kenmore City Council voted unanimously to adopt a resolution [ https://kenmore.civicweb.net/document/256167/ ] to oppose Initiative 2117 [ https://app.leg.wa.gov/BillSummary/?BillNumber=2117&Year=2023&Initiative=true ] concerning carbon tax credit trading. Initiative 2117 will be on Washington’s November ballot this year. The initiative aims to ban any cap-and-trade program within the state and would repeal the Climate Commitment Act [ https://ecology.wa.gov/Air-Climate/Climate-Commitment-Act ] (CCA). The City Council voiced their desire to uphold the CCA.
The CCA was enacted in 2021 and established a cap-and-invest program where the largest carbon emitters in Washington must “pay to pollute” through auctioned allowances.
The City of Kenmore has in-progress projects funded through CCA grants, including the creation of an Electric Vehicle (EV) Infrastructure Plan, EV charger deployment, the creation of an Urban Forestry Management Plan and tree inventory. These projects may be impacted if CCA is repealed, though the full implications are uncertain. Funding earmarked for 84th Avenue sidewalks and for elements of the new Public Works Operations Center could also become unavailable in the event of a repeal. The City also has pending grant applications submitted that may be impacted with the passage of Initiative 2117.
