City Council ratifies collective agreement with TCEU Local 416 – CUPE
Earlier today, Toronto City Council ratified the new four-year collective agreement with TCEU Local 416 – CUPE, the union representing the City’s 4,200 outside workers. This follows the ratification by the bargaining unit members on Wednesday, December 18.
The new agreement, which was reached two weeks before the current collective agreement expires on Tuesday, December 31, meets the mandate of the City’s bargaining committee and avoids disruption to critical services that Torontonians rely on.
The details of the agreement renewed from January 1, 2025 to December 31, 2028, include:
• Annual wage increases of 3 to 3.95 per cent year over year.
• One-time market-based wage increases for skilled trades such as plumbers and electricians, and for other occupations such as solid waste collection operations, HVAC technicians and heavy construction operators.
• Operational changes are expected to yield savings and efficiencies such as a new cap on lieu-time and mandatory pay-outs at year-end to reduce staff time off and backfill needs, as well as pro-rated float day entitlements for new staff.
• Increases to shift premiums and paramedical benefits.
• Changes to staffing provisions in the collective agreement to achieve efficiencies and reduce time to fill vacancies.
The City will continue in the collective bargaining process with the Paramedics Unit of TCEU Local 416 – CUPE representing 1,400 paramedics.
